‘External Expert’ and ‘Representative of Authority’ Users
  

The ‘External expert’ user may individually submit an application for the inclusion into the list of external experts. The submission of application is performed by accessing the Public Procurement Portal by a user name and password and choosing the option ‘Management of applications’. This type of users has two options for submitting their applications:

  • On paper format: for this purpose, the user should print the pdf file generated by the system

  • By signing the application by a qualified electronic signature from the system

The ‘Representative of Authority’ user may submit an application for the inclusion of one or several persons into the list of external experts on behalf of the authority it represents. When submitting the application, the representing user should mandatorily sign the application by their own qualified electronic signature containing information about the identity number (SIC/BULSTAT) of the entity. The submission of application for inclusion into the list of external experts is performed by accessing the Public Procurement Portal by a user name and password and choosing the option ‘Management of applications’.
