The most important component of the Public Procurement Portal is the Public Procurement Register (PPR), which is a single electronic data-base containing information about all procurement procedures in Bulgaria. Each public procurement published in the Register is assigned a unique procurement number in nnnnn-yyyy-xxxx format, where nnnnn is the account of the procuring authority/entity, yyyy is the year of opening the procedure and xxxx is the sequence number of the procurement for the respective year. The contracting authority/entity account is a 5-digit number and represents the consecutive entry number of the contracting authority/entity into the PPR.
Two search mechanisms exist in the Register data-base: fast and advanced search.
The fast search comprises the most frequently used criteria and is accessible without restrictions.
Тhe advanced search allows filtering PPR information according to a wide range of criteria accessible only to registered users. The advanced search provides three options: search by correspondence, individual documents, announcements.
The criteria are divided into three groups. Mouse click onto the group title shows/hides its criteria.
The advanced search enables users to save certain combination as a search pattern, which may be re-used several times. Each person may subscribe to receive by email notices about documents published in the PPR corresponding to the criteria given in a specific pattern. Every user may access their search patterns from its profile or from the advanced search after selecting the link: Search Patterns from Profile.
Specific features of searching in the Public Procurement Register:
The full entry format of the unique procurement number is not mandatory: you may not to enter the initial nulls. Moreover, it is not necessary to enter the full number of the procurement. It is also possible to search only by the account number of the contracting authority/entity, in which case the search result reveals all the public contracts of this contracting authority/entity. You may also search by partial account-year combination; the search result then returns the documents of the chosen contracting authority/entity for the chosen year.
The search by key words in the text fields (subject-matter of the contract, name of the contracting authority/entity and the contractor) may be carried out by one or several key words. The entry of a single word returns all the objects containing this word. Entering two or more words separated by a space (single space) causes the system to detect objects which contain all the entered key words (logical AND). When the key words are separated by comma (,) the system will find the objects which contain at least one of the words (logical OR). The two approaches may be combined, the AND operation having higher priority than the OR operation. In text searches, the system does not differentiate between small and capital letters.
